In recent years, the population of the borough of Epsom and Ewell has grown significantly to the current level of more 81,000 people. The growth between 2011 and 2021 was 5,836 or 7.8%. The average growth rate for Surrey was 6.2%. The average for South East of England was 7.5%.
We have all struggled with the traffic delays in Epsom. The growth planned by the borough council in the Local Plan in homes and population is not sustainable. The additional 43% increase demanded by UK Government is not achievable.

There is no infrastructure in place or planned to support rapid growth in and around Epsom and Ewell. There will not be any more places in schools, more capacity provided at doctors or dentists or hospitals. The roads will be the same, with even more disruption due to road works as a result of more houses and a higher level of traffic.
Please join Ewell Green Belt in campaigning for a realistic growth in the borough, with good quality of life and facilities for leisure and sport. The centre of Epsom is regularly grid locked due to the high levels of traffic. Epsom and Ewell is the most densely populated borough in Surrey by some margin.
Local Plan (2022 to 2040)
The Local Plan has not yet been approved by Epsom and Ewell. The draft of the Local Plan includes the information below.
A minimum of 5400 new homes by 2040 – 300dpa (dwellings per annum)
At an average of 2.58 persons per dwelling, this is approximately 14,000 more people in the borough, growing at about 775 persons per year! The expected population of the borough would be 95,000 people.

Local Plan – Revised (2025 to 2042?)
The revised target for Epsom and Ewell from UK Government is 43% higher than the current target. The Local Plan will have to be adjusted to achieve this. The possible adjusted figures are shown below.
A minimum of 7700 new homes by 2040 – 430dpa (dwellings per annum)
At an average of 2.58 persons per dwelling, this is approximately 19,900 more people in the borough, growing at about 1100 persons per year! The expected population of the borough would be more than 100,000 people.
