Stage 2 of the Examination Phase of the Local Plan for Epsom & Ewell has several representatives that are lobbying for sites to be added to the Local Plan for Epsom & Ewell. Three representatives have prepared submissions to justify their case. It remains to be seen how these will be judged by the Inspector. Downs Farm and Priest Hill are classified as Green Belt land.
- Downs Farm (off the Reigate Road) was not included in the list of sites for initial Local Plan or for plan approved during Regulation 19 consultation.
- Priest Hill (by Ewell East station) was included in the list of sites for initial Local Plan but was removed during Regulation 19 consultation.
- Downs Road (owned by Atkins Properties) was not included in the list of sites for initial Local Plan or for plan approved during Regulation 19 consultation.
All three of the suggested sites will be reviewed during Day 2 and Day 3 of the Examination Phase. There are several representatives that will be presenting. The details are listed below, updated 5th October.

Our view, detailed throughout our submissions, is the balance is in favour of releasing additional Green Belt land (notably Downs Farm) which would, thereafter, influence the starting points of these Duty to Cooperate discussions.
It is our view, which will be set out in our response to Matter 5, that this would form a positively prepared and justified strategy which should be taken forward through allocation of Downs Farm.
Downs Road

Atkins Properties is promoting Land at Downs Road, Epsom (site reference COL023) for residential development. The land comprises four parcels: the northern field, which is proposed for up to 160 homes, and three additional parcels (references COL020, COL021 and WOO019) which are promoted for Green Infrastructure and biodiversity enhancement.
Priest Hill

This Statement has been prepared on behalf of Coldunell, the owner of land adjoining Ewell East Station (Priest Hill). Coldunell has engaged in the Local Plan process to date and has sought to identify its concerns with the legal compliance and soundness of the draft Local Plan from the outset.
The Priest Hill site is located immediately adjacent to Ewell East Railway Station with direct access to a wide range of facilities and services of the town centre, which represents a unique opportunity for housing development in a highly sustainable location along the excellent and currently under-used
transport link at Ewell East to address the unmet needs for the Borough.
