Epsom and Ewell Borough Council is currently undergoing a Community Governance Review (CGR) to explore the introduction of new parish councils.
This consultation runs from Tuesday 16th December to end of Sunday 1st February 2026.
Respondents must live or work in the borough of Epsom and Ewell, or be responsible for a community organisation that is based in the borough.
There are 6 or 7 questions. There is the ability to say Yes, No or Unsure to the proposed councils. There is the ability to provide feedback on most questions. A login is required before completing the consultation. Responding should take 10 to 15 minutes.

Concerns have been expressed on the cost of running the new parish or town councils. The scope of services to be managed by each council is not yet finalised, but expected to be low initially (allotments and planning matters). It remains to be seen how much influence Epsom and Ewell will have in the East Surrey Unitary Authority, which will be one of the largest in England.
Epsom Parish / Town has 26,488 electorate 6 wards, 12 councillors proposed
Ewell Parish / Town has 32,934 electorate 8 wards, 16 councillors proposed
Precept for Band D property expected to be £44 a year for Epsom, £48 a year for Ewell
The phase two consultation is seeking views on the following draft proposal:
The creation of two parish areas (The Community of Epsom and the Community of Ewell) within which there will be two parish councils (one in each parish area) (Epsom Community Council and Ewell Community Council)
Each council will initially be responsible for the legal minimum (e.g. allotments) and may take on further services in the future, subject to agreement with the newly formed East Surrey Unitary Council.

Warding arrangements:
The boundaries of the two parish areas will match existing borough ward boundaries.
The existing borough wards and their names will be adopted as parish wards.
Proposed number of Councillors – Two councillors per ward per newly created parish council resulting in:
Twelve councillors within Epsom Community Council (there are six wards) and
Sixteen councillors in Ewell Community Council (there are eight wards).

Parish councils rely on the precept as their primary source of funding, as they do not receive direct funding from central government. Without the precept, they would be unable to carry out their responsibilities, such as maintaining local amenities, providing services, and representing the community.
