
Submission Local Plan Regulation 19 LPPC
The draft document was published by Epsom and Ewell Council for Regulation 19, which is the next phase after the Local Plan was published (Regulation 18).

The Regulation 19 document was discussed and approved by a full meeting of Epsom and Ewell Council in December 2024. Most aspects of the Local Plan cannot be reversed. The fate of five Green Belt sites will be decided, including Horton Farm and Hook Road Arena.

If you have any comments or concerns, it will probably best to contact the councillors in the ward in which you live. There are normally two or three councillors per ward. If you are a member of a Residents Association, then they should be contacted as well.

The Regulation 19 document is long and complicated, with 185 pages. The sites have changed between Regulation 18 and Regulation 19. Some sites have been dropped, others have been added. The number of all the sites has changed, which makes comparisons difficult. The sites on Green Belt land are listed below. There are 30 sites identified that are brown field sites.

Site Area: 5.22 ha
Site SA33 – Land at Chantilly Way
Site Area: 0.7 ha
Site SA34 – Hook Road Arena
Site Area: 14 ha
Site SA35 – Land at Horton Farm
Site Area: 37.9 ha
The consultation on the Proposed Submission Local Plan (Regulation 19) was undertaken between December 2024 and February 2025.

The Regulation 19 consultation was submitted to inspectors in March 2025. The review of the plan by inspectors may take up to 12 months. A public inspection starts on 28th August 2025., Stage 1 is Legal Compliance, which may take a day. Stage 2 is Soundness, which may take up to 8 days. These are measured against the National Planning Policy Framework (NPPF).
The report for Regulation 19 can be downloaded and viewed, but the is large (18MB). A Wi-fi connection is recommended before downloading and viewing the document.

The report that was submitted to UK Government, Communities and Local Governmentor independent examination in accordance with Regulation 22 of the Town and Country Planning (Local Planning) can be downloaded, but there are 190 pages (6MB in size).
