The draft Regulation 19 document was approved by the Licensing Planning Policy Committee (LPPPC) of Epsom and Ewell Borough Council on 20th November 2024. There were several votes made by the committee, but the results were similar for each vote. The Residents Association councillors defeated any efforts to change the Regulation 19 document with a maximum of two objections, one abstention. The Regulation 19 document was approved by a similar majority.
There will be a full meeting of Epsom and Ewell Borough Council on 10th December 2024 at 19:30. It is very likely that the council dominated by Residents Association will give full approval for the Regulation 19 document to proceed to the next stage of consultation, which will be submission of the Local Plan to the government for examination. This is approximately 7 years later than required.
As a result of the decision this week, all of the five sites listed below are at a high risk of development. If there are any concerns, then the councillors in your ward need to be contacted. There is about 2 weeks for any objections or concerns to be raised.
Most aspects of the Local Plan cannot be reversed. The future of five Green Belt sites will be decided, including Horton Farm and Hook Road Arena.
There are more than 30 councillors. If you have any comments or concerns, it will probably best to contact the councillors in the ward in which you live. There are normally two or three councillors per ward. If you are a member of a Residents Association, then they should be contacted as well. This is a very sad time for democracy. The residents of Epsom and Ewell have clearly expressed their wishes to not develop on green belt land.
Site SA31 – Land at West Park Hospital (South)
Approximately 50 dwellings (C3)
Site Area: 1.81 ha
Site SA32 – Land at West Park Hospital (North)
Approximately 150 dwellings (C3)
Site Area: 5.22 ha
Site SA33 – Land at Chantilly Way
Approximately 30 dwellings (C3)
Site Area: 0.7 ha
Site SA34 – Hook Road Arena
New Sports Hub for the borough to include playing pitches (grass and
artificial), a new pavilion and changing facilities. The provision of
approximately 100 dwellings (C3) on the eastern part of the site.
Site Area: 14 ha
Site SA35 – Land at Horton Farm
Approximately 1,250 dwellings (C3) including some specialist housing and self-build plots, 10 gypsy and traveller pitches, business incubation space, community building and a public park of approximately 7ha in addition to other green and blue infrastructure.
Site Area: 37.9 ha

Fantastic and courageous decision. Thousands of residents currently live in homes which used to be green spaces but now want to prevent others from having the same privileges.

Purpose of a green belt. (Put in place by the government, just makes up things as they go along)
Since the Green Belt Policy protects green land that helps to preserve wildlife and the ecosystem, the Green Belt Policy does indeed help to tackle climate change as it strives to maintain natural environmental balance!
