Local Plan Examination for Epsom and Ewell

Local Plan

The next phase of the Local Plan started on Thursday 28nd August 2025. This is the examination of the Local Plan. Attendees will include the Inspector appointed by UK Government, Epsom & Ewell Borough Council, four representatives of land owners or developers. No other persons will be allowed to participate, but members of the public can attend.

The decisions made will be crucial to the future of the borough. Targets may be raised or lowered. Developments in the Local Plan may be blocked. New developments could be added to the Local Plan. Adjustments may be made.

The Inspector was appointed on 1st April 2025, so the review of the Local Plan has taken more than four months. Full details of the Examination phase can be seen on the link below.

Hearings
The examination hearings will commence at 10:00am on Thursday 28 August 2025 at Epsom Town Hall, The Parade, Epsom, Surrey, KT18 5BY and can be attended by interested members of the public who wish to observe proceedings. The hearing sessions will be held in two stages on the following days:

Having considered the evidence, including the oral submissions on Day 1 of the
Examination hearings, I am satisfied that the Duty to Cooperate during the
preparation of the Local Plan prior to submission has been met. My full reasoning on this matter will be set out separately in my final report. Consequently, the Examination of the Plan will now progress forward to the next stage of the Examination and these hearings will commence as planned on Tuesday 30 September 2025.

  1. Epsom is beginning to resemble a run down inner city suburb with a serious lack of decent shops. It is vital that we hold on to our green spaces to give the residents of Epsom and Ewell something to be proud of!
