Traffic Analysis for Epsom and Ewell

Traffic modelling has been updated to reflect more than 5300 additional dwellings in Epsom & Ewell, but there will also be a lot more dwellings in Reigate & Banstead, Mole Valley that will generate more traffic in Epsom and Ewell. No measures are planned to improve the flow of traffic, so it can be expected that the traffic will continue to get worse for the next 15 years and more. There are plans to reduce traffic flow :- less lanes in Epsom High Street, traffic free Ewell High Street. The list is very long of the roads and junctions with high levels of traffic and delays.

Scenarios
The presented results represent modelled forecast traffic impacts on highways for the forecast year 2040 taken from the Local Model unless explicitly stated, for the two scenarios:
▪ 2040 Do-Minimum. This includes completions and commitments within the borough since 2019, significant recent completions and commitments outside of the borough, and natural traffic growth
▪ 2040 Do-Something. This is a copy of the 2040 Do-Minimum scenario plus Local Plan allocation sites and windfalls (post hearing).

To understand the impacts of the Local Plan sites, the Do-Something scenario is compared with the Do-Minimum

The majority of junctions in the Do-Minimum scenario have available capacity during both time periods. Figure 33 shows all junctions with a LoS of C (stable flow, at or near free flow) or worse in the Do-Minimum scenario and shows junctions situated on major routes, including the A24,A240, A2022, B284, B290 and B2200, are under pressure with seventeen junctions in the AM peak hour and fifteen junctions in the PM peak hour with junction delay at a level which is either approaching unstable flow, or already experiencing unstable or breakdown flow:
