For planning Permission: for ‘Outline planning application (with all matters reserved except access) for the erection of up to 500 dwellings (Use Class C3) including affordable housing with associated access, public open space, landscaping, sustainable urban drainage systems and associated works, together with land safeguarded for potential SEND provision‘.
Any owner* or tenant** who wishes to make representations about this application should write to: The Council at: Town Hall, The Parade, Epsom, Surrey, KT18 5BY, within 21 days of this notice.

This site is to the east of Epsom College and located within Metropolitan Green Belt. Dandara and the landowners are jointly promoting the land to the Epsom and Ewell Borough Council Local Plan process, with a view to securing a residential-led allocation alongside opportunities to submit a planning application. The site has a capacity of 500 new homes and will likely include affordable house and significant public open space.

We are preparing an outline planning application on land at Downs Farm, Epsom and would like your feedback on our proposal to develop up to 500 new homes, including affordable housing and substantial public open space.
This is the first stage of the planning process and is to establish principles. Detailed designs and layouts will be presented at a later stage, which is referred to as reserved matters application. This event is part of our pre-application consultation. We would like to understand your views on our proposals and the issues that are important to you.
We would also like you to help shape the proposal. Your ideas may be included in the new development.
We will review the feedback gathered during this consultation, and will use this to inform the further design of the proposed development. We currently anticipate a planning submission by the end of summer 2026, with a decision likely in early 2027.
